Nathaniel McCallum 7ad3208937 Fix output size check for stream ciphers 
The previous output size check presumed a block cipher. Therefore, it
enforced an unnecessary extra byte in the case of stream ciphers. This
patch ensures that our size checks don't force the caller to
overallocate for stream ciphers.

Release Support

The current supported release is 0.10.

New major versions will be published at most once per year. After a new release, the previous major version will be partially supported with bug fixes for 3 months, after which support will be dropped entirely.
